  • Responsible for all contracting support to special operations forces (SOF) from all four military services in contingency operations worldwide
  • Completely revitalized contracting support to SOF worldwide through active training, web based portal collaboration, lessons learned, and pre-deployment training for all SOF contracting support
  • Advocated for and secured contracting staff officers at all regional commands improving dedicated support to the deployed warfighters in all theaters.
  • Created the most advanced, web-based contracting collaboration site in the DoD, which is now serving as the model for all services and joint community.
2004-2007 Special Operations Command Central, MacDill Air Force Base, FL Executive Officer to the Commanding General
  • Fostered long-lasting relationships between Defense, State, and other government agencies. Set up and participated in meetings among the most senior military, civilian, and coalition leadership in 21 countries.
  • Rated #1 of 81 majors from all services in the command; "the finest XO [the commander] had ever served with in his career."
Chief of Contracting
  • Responsible for all contracting support to SOF in the CENTCOM AOR.
  • Directed contract projects for construction, services, and supplies in multiple locations and threat environments.
  • Implemented streamlined acquisition strategies and contracting methods to award the largest contingency contract in SOCOM history.
  • Expanded support to the Iraqi Special Operations Force by awarding over $120 million in contracts for infrastructure, equipment, and services.
  • Awarded and delivered millions worth of tactical gear, equipment, vehicles, communications, and construction projects that greatly enhanced the special operations capability in former Soviet republics.
  • SOCOM Contingency Contracting Officer of the Year – 2005.
1998-2004 Space and Missile Systems Center, Los Angeles Air Force Base, CA Procuring Contracting Officer for Space Superiority Systems
  • Lead Contracting Officer for a diverse $1.9 billion portfolio of 10+ major, classified space programs. Created multi-year acquisition plans resulting in multiple successful launches of cutting-edge space prototype programs.
  • Awarded a large, classified, advisory and assistance service contract supporting special access programs around the country in record time. Named Center Contract Action of the Year for 2004 out of 1700 actions.
  • Negotiated and signed contract for a revolutionary, classified space system valued at over $450 million with an unprecedented timeline. Broke a negotiation logjam and saved $3 million immediately with skilled techniques. Despite an aggressive schedule, the system went operational in record time.
  • Set aside for small business the largest space system contract in years. $100 million program delivered defensive space capability two years early.
  • Center Contracting Officer of the Year – 2004 – topping 40 others.
Contract Manager for Meteorological Space Systems
  • Ran two $330 million source selections involving complex evaluation criteria, copious proposal volumes, and large evaluation teams of cost, technical, and past performance experts. Second contract award named Contract Action of the Year for 2001.
  • Center Contract Negotiator of the Year (2001) – topping 45 others.
1996-1998 Flight Commander, 18th Contracting Squadron, Kadena Air Base, Japan
  • Commanded a team of 19 military, US civilian, and local Japanese nationals procuring supplies and services for the largest combat wing in the Air Force.
  • Youngest flight commander in the Pacific. Productivity improved by 46%.
  • Flight named #1 of 31 logistics units in the command.
  • First in the Pacific to implement new procurement procedures. Slashed process time by 70 days on two large procurements.

Garth Arevalo served 12 years in the Air Force as a Contracting Officer. His final assignment was as Chief, Contingency Contracting for US Special Operations Command. His extensive experience in government procurement includes writing and administering almost every type of contract through all phases of the acquisition lifecycle. Ed Haywood is a retired Army officer with 20 years of service in Special Forces and Infantry. His final assignment was as Chief of Special Actions for Special Operations Command - Central (SOCCENT). He has wide expertise in clandestine operations and unconventional warfare. He has a BS from USMA at West Point and an MPA from JFK School of Government at Harvard University.
